Title: Traffic and Emissions Impact of Congestion Charging in the Central Beijing Urban Area: Simulation Analysis

Abstract: In this study, the impact of congestion charging on traffic and emissions in Beijing was estimated by using a combination of macroscopic traffic simulation and vehicle emissions calculation. The size of charging zone, public transit service level and charging method were assessed as impact factors of congestion charging. Analysis results indicated that congestion charging effectively reduced traffic congestion and emissions in the charging zone, but it may result in a slight increase in emissions within the entire main urban area. To mitigate this undesirable consequence, improving public transit service may be the most effective solution. Selecting a larger charging zone may further ease the negative impact and raise a higher revenue, which can be reinvested into improving transport in Beijing, but emissions outside the charging zone might simultaneously increase. Besides, a cordon-based charging method may also have a certain positive effect when the size of the charging zone is smaller. When developing a congestion charging policy, the emissions impact in different areas as well as its impact on traffic should be taken into account.
