Abstract:

Traditional mode share estimation fails to account for the dependence of transit ridership on biking and walking. In this study, the authors assess the effects of various bicycle and pedestrian infrastructure integration with transit on individual mode choice and predict the mode share outcomes of select infrastructure improvements and policies. The authors consider four variables relating to pedestrian to transit access: (1) sidewalk width, (2) lighting, (3) crossings, and (4) the speed of surrounding traffic and four variables related to bicycle to transit access: (1) bicycle lanes, (2) bicycle parking, (3) bicycle sharing, and (4) availability of bicycle storage space aboard transit vehicles. Teams of two researchers conducted intercept stated preference surveys near transit stations, and processed data using a random taste mixed logit model. Of the four pedestrian variables tested, the results predicted positive response to linking transit use with sidewalk width among approximately 87.5 percent of the population and presence of pedestrian crossings among 99.5 percent of the population. Likewise, 94.2 percent of the population are predicted to respond positively to transit given plentiful on-board transit vehicle bicycle storage. The model results are then extended to test two potential policy scenarios: (1) the improvement of pedestrian crossings to established “adequate” attribute levels, and (2) the provision of unlimited bicycle storage space aboard all transit vehicles. Implementation of either policy, according to the model, would result in a substantial reapportionment of mode share away from cars and towards transit.
