Title: Vehicle Miles Traveled Reduction Impacts of Transit-Oriented Development: Evidence from Travel Survey in Shanghai City

Abstract: Rapid growth of cities such as Shanghai in China has, and will continue to, present many transportation, land use and climate change challenges for local planning and transit practitioners and developers. Transit-Oriented Development (TOD), one of the more visible forms of smart growth, is increasingly widely viewed and advocated as an antidote to respond to these challenges by supporting transit use, encouraging pedestrian activities, etc., achieving planning objectives such as congestion mitigation, energy conservation, and emission reduction that result from reductions in vehicle use and, more importantly, in Vehicle Miles Traveled (VMT). However, planning or designing a successful TOD project is by no means easy; challenges exist in the whole decision-making process, especially for considering the effectiveness and impacts of socio-demographic, land use plans and policies, transport systems, and other related factors. Due to the deviation between social-economic contexts in different countries, implementation of TOD are still under extensive discussion. Local government officials have little basis for knowing how much these impacts on driving, transit and alternative modes use. This paper examines how various TOD built environment factors, being categorized into '5D+2P': Density, Diversity, Design, Destination accessibility, Distance to transit, plus Performance and Pedestrian & Bicycle, combine to affect travel activity, with the aim to find a more responsible answer for local policymakers to better understand the nature and magnitude of these impacts, specifically on VMT. These findings provide practical guidance for future development of transit and station areas to achieve transport planning objectives in Shanghai City.
