Title: Transportation Planning for Rapidly Growing International Cities-Can We Do It Better?

Abstract: Rapidly growing international cities have largely adopted western tools and processes to plan their transportation policies and infrastructure. The issues and decision-making framework for these cities often differs significantly from those of mature western cities, raising questions about the appropriateness of western tools and practices. Are these tools appropriate, nimble and comprehensive or should planning for these rapidly growing cities be rethought and use new tools? What lessons should we have learned over the past decades to better tailor a process and tools for these needs? This paper highlights several observed planning weaknesses and commonly overlooked planning opportunities for rapid growth cities and then it suggests possible ways forward to improve the process, along with possible areas for further research. Key opportunities might include: (1) earlier attention to alignment coordination planning; (2) more attention to core capacity risks; (3) added care when using and interpreting demand forecast models; (4) more consideration about how we share growth benefits with inner city neighborhoods; and (5) possibly re organizing the planning process to prioritize pedestrian, bicycle and transit policies and investments over highway investments. Some of these lessons also apply to North American transportation planning. The observations and ideas in this paper are intended to stimulate discussions of the strengths and weaknesses of mainstay western planning approaches for rapidly growing international cities.
