Following the work done by Xie and Waller (1) for a general primal-dual modeling framework, the authors developed and analyzed in this study the primal and dual formulations for the elastic-demand stochastic system-optimal (EDSSO) problem and the elastic-demand stochastic user-equilibrium (EDSUE) problem. The equivalency of both the primal and dual formulations is proved, and the properties of these formulations and the relationship between them are investigated. Based on the formulation structures of the elastic-demand traffic assignment problems, the Frank-Wolfe algorithm and the Cauchy algorithm are implemented for solving the primal and dual problems, respectively. Numerical examples are provided, the results from which justified the relationship between the primal and dual problems, supported their mathematical properties, and illustrated the applicability of the solution algorithms.
