Title: Network-Level M&R Budget Planning Through Reliability of the Pavement Network

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: It is important to conduct cost-effective maintenance and rehabilitation (M&R) budget planning for any large-scale pavement network. This paper proposes novel models to maximize the reliability improvement to achieve M&R actions of sections in the large-scale pavement network. The weight of road sections plays a key role in the reliability of the pavement network. The weight is composed of a topological connection weight and a service weight. A transited network that describes the topological connection relationship among roads of the pavement network is applied to generalize topological connection weights of roads that comprise the pavement network. Reliability of Networks Geography Information System (RN-GIS) based on geography information system (GIS) is developed to address topological weight, service weight, and reliability of the pavement network. Moreover, RN-GIS is also used to conduct M&R budget planning for the pavement network. A Texas pavement network, composed of 8454 valid 0.5-mile management sections, is illustrated to validate the models. Results showed that the optimal marginal reliability rule was clearly presented.
