Abstract:

One of the most salient characteristics of the 21st century has been the unprecedented advancement of information and communication technologies (henceforth referred to as ICT). In today’s world, mobile devices and Wi-Fi have become ubiquitous in most cities in Korea to the degree that many modes of public transportation, such as subways and buses, now offer free Wi-Fi services to passengers. The possibility that the advancements in ICT have brought fundamental behavioral changes towards mass transit in Seoul, Korea must be taken into consideration. In the past, mass transit had been regarded as being inferior in comparison to private transportation. However, many city residents have now turned towards public transportation as an alternative to private transportation. This change among the city residents could potentially be due to the improved amenities and the improved punctuality of the mass transit services in Seoul. The enhanced ICT amenities in the city, in particular, have brought about a situation where utilizing mobile devices coupled with an ICT connection has led to the creation of an environment that is both entertaining and induces productive in-transit work. This paper will explore the impacts of these ICT advancements on transportation user behavior and mode choice habits. An empirical analysis, based on discrete choice modeling, was employed in order to quantitatively estimate these potential impacts. A stated preference survey was also conducted in order to quantify hypothetical policy measures. According to the analysis, improving ICT connectivity in mass transit has the potential to increase its patronage amongst the public. Policy implications are then drawn based on these estimations and the ease of transferability of this analysis to other cities is also touched upon.
