Under the circumstances that the OD pair matrix, accumulation function of passenger demand for each OD pair, bus lines are known data, this paper used the Monte-Carlo simulation to simulate the travel time from stop to stop under a certain distribution and used the GA algorithm for optimizing. To further illustrate, a case study based on virtual network is provided, and comparison research is conducted by changing the constraints of the model. The results shows that the model without bus capacity limit constraint can lead to the extension of the headways, and the model without travel time variance can lead to different headways. Not taking these two factors into consideration would in return cause the increase of total cost.
