Title: Recent Developments in Project Appraisal in France

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The report from the French Commissariat General for Strategy and Prospective chaired by Emile Quinet on the socio-economic evaluation of public investments in 2013 proposes methodological developments and revisions of unit values for externalities used in cost-benefit analysis in France. After a presentation of the background on socio-economic evaluation of transportation project in France, a feedback from available ex post evaluations of road projects is presented. Then, the new unit values are compared to the ones currently used in cost-benefit analysis in the transport sector for road projects, which are defined in the 2007 French guidelines on socio-economic evaluation. A simulation of the impact of the new unit values and of the update of the parameters of socio-economic calculation is performed on two road projects. Finally, transportation modeling practices and evaluation tools from the Scientific and Technical Network of the French Ministry in charge of Transport are described relating to the new recommendations on project appraisal.
