Title: Management and Dynamic Routing of Hazardous Materials Transportation in Urban Areas

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Hazardous materials transportation (hydrocarbons, explosives, chemicals...) represents technological and environmental risks for exposed populations, infrastructures and environment. The paper presents an innovative concept based on a dynamic geofencing application, designed for the monitoring, the control and management of hazardous materials transportation in urban areas. The proposed solution should enable new value-added services for all the stakeholders involved in this activity, both public bodies and private actors (public authorities, emergency bodies, road operators, loaders, carriers, tank-container operators, drivers, etc.). In order to tightly meet their needs, several surveys and interviews were carried out with different categories of stakeholders, and a synthesis of main user requirements was established. Based on information and communication technologies, for implementing dynamic geofencing applications and hazardous materials risk level analysis, the operational platform was designed to perform calculations in real time, on demand or automatically. Thus, the proposed solution should provide efficient and reliable tools for all the actors, aiming to increase safety and security in the hazardous materials transportation sector. The case study presents two operational applications of the platform. The first one deals with the implementation of a restricted access control for hazardous materials transportation in order to protect sensitive road stretches and infrastructures (e.g. tunnel), where hazmat are banned. The second one presents the results of a risk level analysis, performed on the basis of hazmat characteristics (hydrocarbon, chemical, etc.), physical data (volume, temperature, etc.) and also the precise location of hazardous materials, tapping real time global positioning system (GPS) data received from the truck.
