Title: Motorcycle Management Policy in Taiwan: From Dilemma to Reality

Due to the convenience, affordability and flexibility of motorcycles in providing necessary mobility, the motorcycle ownership has been increasing in most developing countries in Asia, especially in Taiwan, Indonesia, Thailand and Vietnam. Such high motorcycle ownership in Taiwan has resulted in not only low traffic performance but also the safety issues. The lack of consistent policy, management and pricing scheme had caused huge social loss. In order to improve the situation, Taiwan has developed various traffic management measures to response to the high motorcycle demand in the mixed traffic environment. This paper identifies the existing motorcycle-related traffic problems which appear to have affected traffic efficiency, parking management and safety issues. Also, the current policies for enhancing mixed traffic performance are reviewed and discussed. It is shown that after implementing motorcycle management policies such as traffic engineering, pricing scheme and helmet enforcement together with the development of public transportation and active mobility, the usage of motorcycle in urban areas has decreased. The injuries and fatalities were also found to decrease after implementing the national helmet law in 1991. The Taiwan experience of policy evolution and management schemes for motorcycles is valuable for other developing countries. This paper concludes by summarizing the management strategies and proposing research subjects for planning of motorcycle policy.
