Abstract:

Although many state departments of transportation, metropolitan planning organizations and public transportation agencies now use performance management principles in project planning and programming, the 2012 Moving Ahead for Progress in the 21st Century Act (MAP-21) creates a new framework at the national level for evaluating surface transportation system performance across the country. This brief article serves as an introduction to two articles highlighting a federal and a state perspective on performance management.
