Preparation of operating mode ID requires great effort in terms of data collection and processing. This study puts effort on developing the operating mode ID distributions for both freeway and arterial facilities under different traffic conditions. The data processing for the study was carried out using 50 hours of speed profile data collected using GPS units from various freeway and arterial road sections of Houston, Texas. To illustrate the application of the developed operating mode ID distributions, a case study on a two-route test corridor was carried out to evaluate the impacts of Advanced Traveler Information Systems (ATIS) on vehicle emissions under incident conditions. The evaluation results demonstrated the benefits of using ATIS in terms of total system travel time and total CO2 emission reductions. This study presents a framework using which practitioners can assess emission levels for different traffic management and congestion mitigation strategies.
