Abstract:

In order to reduce delays and improve the travel experience for drivers on the Wisconsin state highway network, the Wisconsin Department of Transportation (WisDOT) has identified and developed numerous alternate routes to relieve congestion during highway construction, weather-related delays, or other events that may close lanes or otherwise impede highway traffic. However, WisDOT has observed that many of its designated alternate routes are underused, even under circumstances when travelers would save significant time by diverting from the highways. This project examined the decision-making processes of Wisconsin drivers regarding their initial route selection and their willingness to divert to alternate routes. Driver focus groups, interviews with commercial drivers, and a statewide traveler survey were conducted to learn about how travelers in Wisconsin select routes, the types of travel and roadway information they find most valuable, and the information sources they are most likely to use. The results of the study provided the basis for recommendations to WisDOT for improving communication to travelers about alternate routes.
