Traditionally, non-structural factors, such as pavement distress and ride quality, have been used as the primary indicators for pavement preservation strategy selection and timing. However, these indicators and others like noise and surface friction do not necessarily tell the complete story, especially as far as structural condition is concerned. This is of great significance since the concept of pavement preservation is predicated upon applying treatments to structurally sound pavements. The objective of the Federal Highway Administration “Technologies to Determine Indicators for Pavement Preservation Strategies” project presented in this paper was to identify emerging technologies to better characterize pavement conditions, predict future deterioration and demonstrate their applicability in the selection and timing of pavement preservation strategies. This paper documents the literature review, expert interviews, evaluation of the emerging technologies and recommends the top four technologies based on their potential application for pavement evaluation and forecasting in support of pavement preservation strategy selection and timing. A case study review for one of the four technologies is also provided. The review highlights the benefits provided by implementation of the technologies by agencies as well as some of the challenges faced during implementation.
