Abstract:

This letter report from the Transportation Research Board's Research and Technology Coordinating Committee (RTCC) to the U.S. Federal Highway Administration (FHWA) offers recommendations to the FHWA in the areas of research performance, evaluation of research programs, and coordination with stakeholders and related research programs. The RTCC's charge is to monitor and review FHWA's research and technology activities and advise FHWA on the setting of a research agenda and coordination of highway research with states, universities, and other partners; strategies to accelerate the deployment and adoption of innovation; and identification of areas where research may be needed. RTCC's review includes the process of research agenda setting, stakeholder involvement, the conduct of research, peer review, and deployment.The committees role is to provide strategic, policy-level advice on topical priorities, processes, and strategies to accelerate the adoption of innovation. Among its recommendations related to performance measures, the committee called on the FHWA to identify the external audiences for its performance measures and craft the actual measures based on those audiences' information needs; measure the states' level of deployment of research, development, and technology (RD&T) resulting from the FHWA and second Strategic Highway Research Program (SHRP 2) programs; and more. Other enhancements that could be made to the FHWA's RD&T program include initiating pilot tests to estimate the return on investment in RD&T and funding evaluations of RD&T initiatives and portfolios. Finally, the committee noted that research program managers should be communicating with customers in settings where they naturally gather together and researchers should be publishing and presenting results in appropriate forums.
