This study developed an innovative traffic flow model for signalized arterials that considered the impact of signal controls. The proposed traffic flow model was then combined with a particle-filtering technique to integrate the field measurements. A comprehensive numerical investigation with a real world data set showed that the proposed model could produce reliable estimates of link density, speed, and queue length at intersections with an acceptable degree of accuracy.
