Abstract:

Organizations facing turnover of employees due to retirements, new demands, budget constraints, and other unforeseen circumstances are at risk for large amounts of critical knowledge walking out the door unless steps are taken to preserve it within the organization. Organizational support of knowledge transfer mechanisms that address both the tacit (unwritten experience) and explicit (codified) knowledge is vital to avoid this loss and to quickly on-board new employees. This submission provides a synopsis of NCHRP Project 20-81 and resulting Report 685, entitled: Guide to Implementing Strategies to Attract and Retain a Capable Transportation Workforce as it relates to implementing successful KM programs within transportation agencies. This paper also highlights the importance of KM programs in larger workforce development efforts while providing supplemental KM research and lessons learned. Finally, we provide a detailed description of the Virginia Department of Transportation’s award-winning knowledge management program.
