Transportation for Communities: Advancing Projects Through Partnerships (TCAPP) is an online decision support tool that guides users through the key decisions in the processes of long-range transportation planning, programming, and environmental review. Among its many applications, TCAPP will assist transportation agencies in understanding and incorporating the impacts of greenhouse gas (GHG) emissions into decision making. This article describes research supporting this application that will soon be available in print and online.
