Abstract:

The Wisconsin Department of Transportation (DOT) uses performance warranty contracting on many higher-volume roads. This requires contractors to take corrective action if unacceptable pavement develops too early in a pavement life. By doing this the Wisconsin DOT transfers the responsibility of possible distress from binder materials that have been modified by polyphosphoric acid (PPA) to the contractor. To date, PPA has not been noted as a cause for pavement failure. Therefore, at this time no restrictions are in place for the use of the material and none are currently planned.
