Title: Full Marginal Cost of Vehicle Travel on U.S. Roadways

Abstract: The ultimate goal of this research is to produce a value for the true marginal cost of vehicles for every roadway within the United States, which can be applied in future policy analysis in defining appropriate vehicle miles traveled (VMT) fee structures. In this research, models based on the Highway Economic Requirements System are used to calculate five component marginal costs: Safety, Travel Time, Vehicle Operations, Agency, and Emissions. Each of these marginal costs is separately obtained for both peak and off-peak periods for seven different vehicle types: small automobiles, medium-large automobiles, pickups and vans, six-tire single-unit trucks, three and four axle single-unit trucks, four axle combined trucks, and five axle combined trucks. These models rely on roadway performance and design information contained within the 2008 Highway Performance Monitoring System (HPMS) sample database, which is used to represent all major roadways in the United States. By combining these component costs, the true marginal cost to society of each vehicle is obtained for each roadway segment reported in the HPMS. This report further aggregates these costs to the state and county level for geographic comparison. Future research includes the expansion of marginal cost models to account for additional agency and environment costs, the updating of several existing models to current state of the art practices, and integration of the HPMS sample database to the HPMS universe database for individual roadway cost estimation. In addition, VMT fee policy analysis will be conducted using the estimated marginal cost of roadway segments produced by this methodology.
