Title: Estimating Workforce Needs for the California High-Speed Rail Network

Abstract: This study provides an assessment of the of the job creation and attendant education and training needs associated with the proposed construction of the California High-Speed Rail (HSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the educational, training and related needs created during the build out of the California HSR network is necessary. By using a more accurate “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the California HSR network, this report identifies the magnitude of the workforce development challenges that lie ahead. The results indicate that the largest group of workers will be the tens of thousands of laborers who will help build the system during the construction phase of the project. Most of these workers will require HSR-specialized training from various kinds of programs, including trade apprenticeships. However, significant numbers of others workers will require HSR-related college education from all levels of the education system, including community colleges, and other colleges and universities. Significant numbers of professionals with baccalaureates and post-graduate degrees will also be required.
