Abstract:

To assist owner-operators of the surface transportation system in the emergency response process, the National Cooperative Highway Research Program (NCHRP) has published "A Guide to Emergency Response Planning at State Transportation Agencies" (NCHRP Report 525, Volume 16). This report, which is briefly reviewed in this article, integrates concepts from the National Incident Management System (NIMS) and the National Response Framework, incorporating recommendations from the Federal Emergency Management Agency's (FEMA's) 2005 review of all state Emergency Operations Plans (EOPs).
