Availability: Find a library where document is available Abstract: Conducting environmental review under both the National Environmental Policy Act (NEPA) and similar state-based reviews at airports can result in a complex, controversial, and often inefficient process. Airport operators are finding that their internal processes for project planning and development often are not well integrated with the NEPA process requirements the Federal Aviation Administration must complete, requiring revisions to analyses. Protracted environmental documentation can impede development, increase costs, and further polarize the relationship of the airport operator with regulatory agencies and airport neighbors. Some of the public believe that the NEPA process fails to address important objectives in terms of resource protection and preservation of quality of life. Further, a segment of the public believes that the NEPA process does not necessarily lead to better project decisions and, instead, may simply confirm a choice that had already been made. This paper reviews the current state of the aviation environmental review process, presents a future vision for this process, and lists research needs in this area.
