Despite the facts that community exposure to aircraft noise has decreased markedly over the past several decades and that the United States and the European Union have ambitious technology goals for the future, community expectations of continued decreases in noise levels may not reflect the reality of the extended time frame required for development and adoption of advanced technology for the next generation of quieter aircraft. This paper discusses the state of the practice for aviation noise assessment, identifies future goals, and outlines research needs in four areas: (1) noise effects on health and welfare; (2) noise in national parks and wilderness areas; (3) NextGen noise modeling enhancements; and (4) social costs of aircraft noise on society.
