Abstract:

This background paper provides information on the subject of impact fees when an unanticipated new, large private development occurs within a metropolitan region. It is intended to inform the discussion of the sharp increase in military base personnel being transferred to new or expanded facilities close to large metropolitan areas. Subject headings in the paper include the following: definitions; legal issues; advantages and disadvantages of impact fees; level of impact fees; calculating impact fees; fair-share mitigation; and application to Defense Base Closure and Realignment Commission (BRAC) cases.
