Abstract: Like many developing cities, Lebanon's capital, Beirut, is plagued with traffic congestion and pollution, resulting from a combination of increasing car dependency, lack of transit, and poor transportation infrastructure. This paper explores the barriers and potential for transit, first from the perspectives of the stakeholders, and second from user travel preferences. It concludes that one of the biggest obstacles to transit reform is the lack of stakeholder involvement in the process, particularly with taxi drivers, who use their political leverage to maintain the status quo and thus protect their livelihoods.
