Title: Integrated Software for Collecting and Communicating Bridge Conditions in West Virginia

Abstract: The West Virginia Division of Highways is responsible for nearly 7,000 bridges greater than 20ft in length. The Department has completely replaced a mainframe program with a new system to inspect and manage all of its structures. This new approach has allowed the state to improve its analysis and accuracy of inspection data as well as communication and transfer of data between each of the districts’ inspection teams, central office, and the general public. To improve the assessment process the inspectors are provided with a number of enhancements and tools. These include integrated photo references for each field, relevant coding manuals, and drop down options. Additionally, a number of built-in quality assurance error checks assist in preventing mistakes. The new system allows the state to engage in much more in-depth management programs. Some of the common features include the ability to automatically spot trends, quantify maintenance needs and priorities, and graphically summarize information for easy communication. The system serves as the complete repository for all bridge data for the organization. This is allowing for unprecedented access to the data from multiple sites via secure web interfaces. Limited access can now be provided to other interested parties such as maintenance and capital planning divisions allowing for seamless sharing and updating of planned activities. The entire process allows simple and easy access to information that was once largely inaccessible.
