Abstract:

In this paper the authors consider congestion pricing under demand uncertainty. The authors propose to apply a robust optimization (RO) approach to user equilibrium optimal toll problems. In particular, the authors study robust static user equilibrium optimal toll. Next, the authors extend to consider robust dynamic user equilibrium optimal toll, which is based on a formulation of the dynamic optimal tool problem with equilibrium constraints, or (DOTPEC). Finally, the authors will conduct numerical experiments and qualitative analysis to investigate tractability of the robust counterparts and robustness of the solutions obtained.
