Title: A Calculator for Managing Cost-Effective Reductions in Greenhouse Gas Emissions from Public Transportation

Abstract: Public concerns about mitigating anthropogenic climate change have prompted many stakeholders to investigate opportunities for reducing greenhouse gas emissions from the transportation sector – a major emitter of greenhouse gas (GHG) emissions. Public transportation agencies manage extensive vehicle fleets and infrastructures that present unique opportunities for reducing GHG emissions. Significant resource constraints (financial and otherwise) present a challenge to public transportation agencies seeking reductions in GHG emissions from their mobility services. To estimate the financial feasibility/attractiveness of GHG emission reduction strategies, public transportation managers must be able to estimate the cost-effectiveness of potential GHG emission reductions. The purpose of this research is to develop a spreadsheet-based calculation tool for evaluating the cost-effectiveness of GHG emission reduction strategies. This research draws from the existing body of literature on public transit agency GHG emissions estimation and life cycle cost analysis to synthesize a more integrative evaluation framework for managing cost-effective GHG emissions reductions from public transit agency vehicle fleet operations and infrastructure management. To test the capabilities of the developed evaluation framework, the calculation tool is applied to case studies of public transit GHG emission reduction strategies. The calculation tool presented in this paper effectively integrates GHG emissions estimation and cost accounting for the management of strategies aimed at reducing GHG emissions from transit agency assets and activities.
