Title: Optimal Resource Allocation for Risk Reduction in Nonhomogeneous Road Tunnels

Abstract: Singapore road tunnels are different from those in other countries and are referred to as non-homogeneous road tunnels since their tunnel parameters may vary from one section to another. In this paper, the authors first briefly review the Quantitative Risk Assessment (QRA) model for non-homogeneous road tunnels. For the risky tunnels which do not meet the requirement of safety target, risk reduction solutions should be implemented. Different from other risk reduction strategies, risk reduction for non-homogeneous road tunnel needs a two layer process: first, to determine which sections should be improved; and then to determine which services should be implemented to what degree. This paper proposes a novel risk reduction optimization (RRO) model towards the end to optimally allocate the risk reduction resources.The proposed RRO model is a specially structured non-convex factorable integer programming problem.The relaxation of this problem is a linear programming problem, whose solution provides a lower bound of the RRO problem. The upper bound is also obtainable based on a transformation of the optimal solution of the corresponding linear programming problem. Therefore, a tailored branch-and-bound algorithm is employed to solve the problem. A case study for Singapore MCE road tunnel is carried out to illustrate the effectiveness of the model and algorithm.
