Title: Case Study: Puget Sound Region, Washington: Regional TIP Policy Framework and Vision 2040: Using Paint the Region to Evaluate Scenarios
Accession Number: 01159974
Record Type: Monograph
Abstract: The Puget Sound Regional Council’s (PSRC's) 2002 Regional Transportation Improvement Program (TIP) Policy Framework establishes regional policy direction and project selection criteria. The competitive process for selecting TIP projects was developed by the PSRC in 1993 and has been refined every 2 years in subsequent versions. PSRC was innovative in its foresight and attempt at using innovative technologies in its planning process. The use of a competitive process for scoring and ultimately selecting projects to be funded in the TIP that are consistent with the region’s planning policies and objectives is seemingly unique to PSRC. This case study is presented under the following headings: Key Aspects of the Screening Process; Lessons Learned; Barriers and Solutions; and Recommendations.
