Abstract:
The author examines options to reduce the carbon content of fuels and reviews the policies that are needed, the fundamentals of effective programs, and the challenges for the transition. The options available to reduce transportation greenhouse gas emissions from petroleum-based fuels are (1) improve vehicle and engine efficiency, (2) reduce vehicle miles traveled, and (3) reduce the carbon content of the energy used for transportation. These options are interrelated, but the focus in this article is on reducing the carbon content of fuels and on the policies that are needed.
