Title: Control-Type Planning at Isolated Intersections for Smaller Communities

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The Highway Capacity Manual (HCM) 2000 displayed a figure, Exhibit 10-15, for the purpose of forecasting the likely intersection control types (i.e., all-ways stop control (AWSC), or two-way stop control (TWSC), and signalization) for future facilities. Since this figure is from a source external to HCM, Han et al employed HCM methodologies and established a new set of charts to provide control type selection guidance consistent to HCM delay models for future intersections. One issue with their new charts is while certain demand levels would enjoy less control delay under signal control than other types of control, e.g. AWSC, the economic implication of signalization can be challenging to smaller communities with less resource and low traffic demand. To this end, this paper presents a follow-up study with a more pragmatic perspective. Inspired by the American Association of State Transportation Official's (AASHTO’s) “appropriate level of service” spirit, which suggests levels of service C or D being appropriate for certain locales and situations, this study, after performing over 8,000 case analyses, recommend a new alternative to HCM 2000’s Exhibit 10-15 for communities that strive to provide the more appropriate service while avoiding signalization when possible.
