Title: Continued Adventures in Building Another Washington Monument: Proactive Construction Corridor Management on the Woodrow Wilson Bridge Project

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: In December 2001, the Maryland State Highway Administration (SHA) opened a single bid for the substructure/superstructure contract to replace the Woodrow Wilson Memorial Bridge, the crossing of the Potomac River for Interstate 95 and Interstate 495 (Capital Beltway) traffic. This contract was part of the larger Woodrow Wilson Bridge Project, a $2.5 billion program to build the new Potomac River crossing and to reconstruct the four adjacent interchanges. The contract’s estimate was a record for SHA at $487 million. The single bid was for a budget wrecking $860 million and was rejected. Ultimately, the work was re-advertised as three separate contracts. With the Maryland portion of the Project nearly complete, this paper is a follow-up to TRR 1900 2004 pp. 114-121, which explained how the project management team brought bids back in line with the Project’s budget. This paper discusses the final outcomes of the Project, some of the construction challenges that resulted due to the changes made to the original contract, and the techniques used to manage increased contractor interface risk.
