Abstract:

As state departments of transportation are facing an ever-increasing list of pavement maintenance needs in conjunction with rapidly rising materials prices, it is essential that they explore innovative treatments that might prove to be more cost-effective than traditionally used techniques (such as milling and overlay). In an effort to fund pavement rehabilitation more effectively, the Virginia Department of Transportation is investigating the use of full-depth reclamation (FDR) as a pavement rehabilitation treatment. Three trial FDR sections were constructed during the summer of 2008 that contain foamed asphalt, asphalt emulsion, and portland cement as binding agents. This paper documents the in-situ structural testing of these projects using the falling weight deflectometer and presents the calculation of representative structural layer coefficients. The FDR trial sections were on rural two-lane routes originally constructed with hot-mix asphalt and surface treatments over compacted aggregate base. The effectiveness of the FDR process was characterized by performing deflection testing with the falling weight deflectometer to compare the before and after structural condition and calculate a representative structural layer coefficient for future designs. The approach used in this study could be used by other highway agencies looking to adopt FDR technology for pavement rehabilitation. Data from this study suggest differences in structural capacity of FDR sections based on the binding agent used and a time-dependent strength gain for the asphalt-based projects. Additional laboratory testing of materials from the projects is recommended to develop input parameters for mechanistic pavement design.
