Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: In the last decade, terrorist attacks occurring in different countries have shown that transportation systems are not completely protected from the consequences of these events. As far as it regards mass transportation systems, it is clear that, due to the severe and, often, spectacular consequences, they are particularly attractive for such attacks. In particular, looking at ground transportation systems, and especially at railways, it is easy to observe that they are particularly difficult to be “secured”, owing to their characteristics of high accessibility and wide extension. In this framework, the present paper deals with the definition of a practical and “easy-to-use” risk analysis tool, based on a modular architecture, whose end is to achieve a good risk evaluation and providing indications for risk mitigation, but also focusing on its usability. Therefore, the aim of the paper, beyond the description of the proposed tool, is devoted to definition of specifications for the integration of different procedures and methodologies into a single risk analysis and physical protection system design tool. To cope with this goal, in the present paper, after a brief review of the relevant literature, a generic risk analysis tool is described. Then, some considerations about qualitative and quantitative data are provided and, finally, an applicative example, based on real world experiences made by authors on the Italian high speed railway lines, is described.
