Title: MARTA/CCT Joint Paratransit Service Plan and Implementation- Shared Responsibility/Reciprocity

Availability: American Public Transportation Association 1666 K Street, NW, Suite 1100 Abstract: Following a transit institutional analysis by the Atlanta Regional Commission (Atlanta Region MPO) in 2005, a collaborative effort aimed at creating a unified transit major investment plan as well as coordination of existing transit services was started under the name Transit Planning Board (TPB). In November of 2006 the TPB passed a resolution to encourage both Metropolitan Atlanta Regional Transit Authority (MARTA) and Cobb Community Transit (CCT) to connect their fixed route services on the Cobb and Fulton County boundary. Both MARTA and Cobb County entered into a one year “Demonstration Service” intergovernmental agreement that allowed MARTA route 12 to enter Cobb County and serve the Cumberland Transfer Center and Cobb Community Transit route 10 to serve several stops in Fulton County where it was previously required to operate in a “closed door” mode. This was done without completely understanding of the implications for the complementary paratransit service provided by CCT and MARTA. Soon after implementation of the connected services a small number of paratransit service requests were made to MARTA Mobility for service to destinations in Cobb County for areas served by MARTA route 12. This led to meetings between MARTA and CCT staff to resolve roles and responsibilities for connecting the previously isolated paratransit systems as a part of the negotiations to make the “Demonstration Service” intergovernmental agreement permanent. Due to the complexity of the resource, institutional, operational and legal challenges of the needed inter-jurisdictional paratransit service, the MARTA and CCT staff were not able to resolve making the Demonstration Agreement permanent. Subsequently MARTA and Cobb County jointly retained Mundle & Associates to assist with developing a plan to implement joint paratransit service and executed a temporary one year extension to the Demonstration Agreement. The scope included using this proposal for joint service as a template for the full regionalization of paratransit service between the four providers in the Atlanta Region.
