Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: As part of efforts to increase levels of cycling, many communities look to places that have a good history in doing so. While the U.S. context provides a handful of places to turn to, initiatives in Boulder, Colorado stand out for a variety of reasons. This article reviews the history of planning, cycling, and cycling related policies in Boulder; we highlight relatively unique policies and programs, describing its infrastructure, its policy, and the historical developments. This work reinforces that variety of approaches—design treatments, policy, funding, and culture—are all critical to a community’s successful bicycle system. By attending to each, policy officials, planners, and advocates can better administer successful recipes for change that benefit cycling as a viable mode of transportation.
