Title: Surveys of Bicyclists and the General Population in Three Cities: Comparison of Methods and Results

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Use of bicycle travel demand estimation methods which rely on trip and user data is hindered by lack of such data at the local and regional level. Obtaining an adequately-sized sample of rare and dispersed populations such as bicyclists and bicycle trips is a complex and expensive project for which there is little guidance and no standards. In addition, many planners believe that data on current bicycling activity has limited usefulness in identifying strategies for expanding bicycling beyond its currently small niche market. As a consequence, many jurisdictions have opted for less expensive non-random surveys of easier-to-reach sub-populations and stated-preference surveys of the general population. Direct comparison of survey results, and compilation of a national dataset, is made difficult by the lack of a recommended practice regarding survey design and measurement. In 2005 the Philadelphia metropolitan planning organization (MPO) and the City of Chicago conducted intercept and random telephone surveys, respectively, of adult bicyclists and bicycle trips, collecting data on trip and user characteristics, and user attitudes and preferences. During that same year the Winston-Salem, North Carolina MPO surveyed the general population for preferences, attitudes and use through a combination of random household, targeted and convenience sampling. A comparison of results reveals consistency on some measures and incongruence across others; and highlights the need for uniform guidelines and standards in survey design and administration.
