Title: Citizens' Needs for Participation Against the State Without Public Involvement: Analysis of Citizens' Participation Willingness for Road Planning Process in Tianjin

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: China has made an effort to improve public involvement (PI) by legislation in recent years. However, there is little research on the PI practice and its effectiveness in urban infrastructure planning. This paper illustrates one road planning project in Tianjin to examine the state of PI practice in an advanced city of China, and identifies the participation willingness of citizens. This paper attempts to identify the feasibility of introducing PI into practical planning processes from the perspective of citizens' attitude. In addition, the influential variables of participation willingness are analyzed by performing structural equation model. The implications for the future PI practices are presented. It is concluded that the most citizens have the needs for participation into the road planning process against the state without PI activities conducted. The benefit and negative impact of the project affect the participation willingness indirectly while traditional values and perception of PI system affect the participation willingness directly. The individuals with higher education background expressed more needs for genuine PI and stronger participation willingness. Furthermore, the residents prefer the technique of public meeting, in which they can directly express their opinions and communicate with the staff of the administration, while on-line tools are constrained by economic, technical and age conditions.
