Abstract:

The Newark Liberty International Airport (EWR) AirTrain shuttles thousands of passengers per day between the long-term lots, rental car areas, terminals, and Northeast Corridor (NEC) Station. The Port Authority of New York & New Jersey (PANYNJ) operates EWR and is currently spearheading the effort to plan future development for the airport to accommodate projected air passenger traffic volume increases for EWR out to 2015. As a result of this growth, AirTrain ridership is also expected to increase significantly over the next several years. This projected growth on the AirTrain will be further exacerbated by on and off-airport developments currently in the planning stages or under development. These projects are also expected to add riders to the AirTrain and change the patterns of ridership on the system. To effectively assess the AirTrain’s operation in both the current and future scenarios, a unique capacity analysis methodology was developed to account for the airport environment. This methodology took into account operational challenges related to EWR. The purpose of this study was to assess the operation of the EWR AirTrain in terms of level of service (LOS) based upon current and future conditions in 2015 for the various growth scenarios. The analysis results have enabled planners and designers working at EWR to determine where capacity constraints are projected on the AirTrain in the future and what measures could be effective in ameliorating these problems as a means of extending the life span of the system to accommodate future development projects associated with the airport.
