Abstract:

We consider road tolling for a finite period as a tool to provide funds to upgrade infrastructure. The optimal alternative corresponds to a time- varying toll. A fixed toll performs relatively well, and a private operator applies an excessively higher toll. Using revenues from a congestion toll may lead to an important delay to collect required funds.
