Abstract:

Accurate estimates of evacuation clearance times are required by various regulatory agencies for all kinds of hazardous threats, including radiological emergencies. As a component of the evacuation time, trip generation times are especially essential for the accuracy of the overall evacuation time for radiological emergencies. This is because biggest fraction of the radiological emergency evacuation time is trip generation time. This study attempted to quantify the trip generation time for a specific nuclear plant site using a telephone survey and supplemental behavior data from chemical spill emergencies. By breaking down trip generation time to notification time and mobilization time, this study was able to analyze the time required to complete different evacuation activities. Depending on nature of the relevant activities, either sequential or parallel, the trip generation time combining notification and mobilization time for different population groups are determined. The trip generation times presented in this paper offer useful information as reference for similar studies. The study approach outlined in this paper provides detailed and easy-to-follow guidelines for practitioners to develop a radiological emergency evacuation trip generation model.
