Title: Application of Access Management Technique In HuaiRou Traffic Control Program

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: In China, rapid development of the roadway network and the tremendous growth of private automobile ownership in cities have made the need for access management increasingly apparent. The significant traffic congestion and high accident rate reflect the problems caused by inadequate access spacing and need for improved access management. This paper investigates the access management and traffic operation of the HuaiRou County in Beijing including: access location, design and access spacing and so on. From the investigation, the researchers conduct studies on some facets as follows: First, this paper introduces the present state of access management in HuaiRou County, Beijing, China, including roadway alignment and access design. Second, literature review on the access management techniques has been widely conducted in order to figure out the appropriate ways to resolve the access-related problems. Third, this paper analyzes the problems of the access safety in HuaiRou County, and models the relationship between access spacing and crash rate. Based on the observation of the safety and operation of the Qingchun corridor in HuaiRou, this paper proposes some improvement measures which are applied for Qingchun corridor to improve the traffic conditions. Finally, based on the evaluation of the scenarios before and after improvement measures with the help of VISSIM micro-simulation software, this paper draws the conclusion that application of access management technique in HuaiRou traffic control program can improve the safety and traffic operation in tangible way.
