Attracting Talented Staff: San Francisco’s Transportation Engineering Internship Program

Abstract:

In 1992, The City of San Francisco addressed a chronic shortage in transportation engineering staff by starting a summer internship program for college students. The program has been extremely successful in attracting staff to the transportation field and as a recruiting tool for hiring and retaining qualified staff. Over 150 students have served as interns, 24 of whom are currently employed as transportation professionals with the City of San Francisco, comprising 50 percent of the current professional staff. This paper describes key elements of the program including recruitment of interns, mentoring and training of interns, program costs and recruitment of interns as permanent employees. The paper also describes the origins of the program as well as less successful internship programs that were tried prior to the current program.
