Design-build projects, therefore, require a thorough and thoughtful approach to assuring quality in the project by the public agency. This report examines how state transportation agencies have successfully approached quality assurance for design-build, including in procurement, design, construction, and post-construction operations and maintenance. Information for this study was gathered through a survey of all state departments of transportation (DOTs), literature review, content analysis of solicitation documents from 26 state DOTs, and review of policy documents from 17 state DOTs.
