Case studies show that these states share a key characteristic—the development of a statewide traffic safety culture. The case studies presented in this article yield practical pointers for other states seeking to make similar strides in reducing fatalities and serious injuries on the roadways. The four states whose case studies are presented are Iowa, Michigan, Minnesota, and Washington.
