Abstract:

There are few studies that develop regional leadership as a distinct element in promoting efficient regional transportation operations and the integration of ITS. This paper has developed a conceptual model to highlight the role of regional leadership in improving the integration of ITS and transportation operations. Three dimensions that influence the success of regional transportation operations- leadership, institutions, and resource endowments- are developed in this model. Effective regional leadership is especially critical among these three dimensions. It helps to adjust institutions and identify available resources to create a common understanding of transportation operations at the regional level. As a whole, strong leadership, effective institutions, sufficient resource endowments, and their dynamic interaction determine the performance of regional transportation operations. The model is explicated and examined in the case of TRANSCOM. It demonstrates how leadership starts up a new organization, and further encourages the regional transportation cooperation and coordination.
