Title: Land Use and Multimodal Considerations in the Street Functional Classification System

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The City of Alameda, an island city located west of Oakland, California, presents itself as an informative case study in developing a street functional classification overlay system. Most of the street network within the City follows a historical grid pattern with arterials, collectors, and local streets. In addition, residential dwellings dominate Alameda’s landscape and are complemented by “main-street” style commercial districts. This combination of land-use and a grid style street network can put the needs of different users such as motorists, pedestrians, bicyclists, transit users, and the surrounding community at odds with one another. However, in the traditional street functional classification system, all but the motorists needs typically go unaddressed in the street design and operation. To help rectify this situation, the City of Alameda has updated its street functional classification system to include community-oriented design overlays in addition to the traditional Federal Highway Administration system. These overlays, based on land-use and multi-modal priorities, seek to address the needs of all user groups by recognizing and including them in the design process. Preliminary research into the current state of the practice was conducted in order to ascertain representative approaches taken by other cities. The findings of this research served as part of the basis for the development of an updated street functional classification system for the City of Alameda. This paper summarizes the findings of the preliminary research, its application to the City of Alameda, and the process in which this new street functional classification system is being implemented today.
